    Charles was born on 10 October 1946 in Redditch, Worcestershire, England. Born to a cook Eleanor Marion Perks and an army-veteran-turned-electrical-engineer Walter Dance, Charles spent his childhood in Plymouth.

    Charles attended Widey Technical School for Boys in Crownhill, Devon, England.
